Decrees

1.  Pensions would be limited to defined contribution plans.  Defined benefit plans are irresponsible.
2.  There would be no federal department of education.
3.  The Davis-Bacon laws would be overturned.
4.  Education would be free through the high-school level.  Students would receive vouchers to attend any accredited school that will have them.

Bid For Your Government Job.

A government entity should be required to publish a description of each of its non-elected jobs.  The description would outline expected duties, and any qualifications that are required, and the fringe benefits offered.  Anyone who wants the job would submit an application which shows how they meet the qualifying criteria.  The applications would be vetted to confirm that all qualifications are met.  The pool of vetted candidates would then bid on the job.  Whoever bids lowest will get the job.  A candidate willing to do the job in exchange for $20,000 per year in salary would win over a candidate who wants a $22,000 salary.

The process should be repeated every year. 


My thinking on this has been influenced by recent reports that indicate public sector employees earn twice as much as private sector employees on average.  It has also been influenced by knowing several young men who tried to become firefighters but who couldn't get the jobs.  They had stories of competing with hundreds of other candidates for one or two openings.  At the same time there are stories about how much firefighters earn in wages and benefits.  It seems to me that the number of interested candidates should drive down the wages.
